Prison Rape Elimination Act (PREA)

The Prison Rape Elimination Act (PREA) was signed into law by President George W. Bush in September of 2003. PREA aims to reduce and prevent sexual assaults in correctional facilities through the establishment of a “zero-tolerance” policy and the development of national standards in incarceration. These standards were developed by the National Prison Rape Elimination Commission, which were reviewed by the Department of Justice and passed as the finale rule in August of 2012.

The Sacramento County Sheriff’s Office (SSO) is committed to upholding the law, and providing the safest environment possible for inmates housed at its facilities. SSO maintains a Zero Tolerance Policy toward sexual abuse and sexual harassment of any kind. Inmates who are victims of sexual harassment or sexual assault are encouraged to immediately report the behavior to any staff member, through our toll-free hotline or through confidential mail to our local victim advocate, WEAVE, INC. Friends or family members who become aware of sexual abuse within our facilities may also report on an inmate’s behalf. Per office policy, SSO shall ensure that an administrative or criminal investigation (whichever is appropriate) is completed for all allegations of sexual abuse or sexual harassment.

If you were assaulted as an inmate or detainee at one of our facilities, or someone you know who is currently in custody has been assaulted, you may report the assault by calling Sheriff's Dispatch at 916-874-5115, or the Watch Commander at the facility where they were assaulted. Sacramento County Main Jail 916-874-6905 or the Rio Cosumnes Correctional Center at 916-874-1927. You may also report by calling WEAVE at (916) 920-2952.
